On September 1, 2004, Sullivan International Group, Inc. (Sullivan) received a call from the ROICC office at Naval Station San Diego. A Navy paving contractor had uncovered some sinkholes at the Mole Pier site. The sinkholes had been caused by some collapsed storm drain lines, which restricted the flow of surface drainage causing an undermining of the asphalt surface above. The situation had become critical as the damaged storm drain lines were preventing the paving contractor from completing the paving project which, in turn, was preventing the Navy from utilizing the pier. Sullivan responded immediately to the Navy’s request, and completed the repair of the storm drain lines within 48 hours of award. The project involved the excavation, demolition, removal and disposal of the damaged storm drain lines, as well as the installation of approximately 100’ of new storm drain lines, including backfill and compaction. The storm drain outfall was submerged during given hours. Sullivan workers were required to work extraordinary hours in order to accommodate the tidal action.
