Sullivan Hires Key Executive to Expand Washington D.C. Presence
With the constant changes in federal regulations and a keen understanding that much of the decisions that impact the federal contractor are made in Washington D.C., Sullivan made a strategic decision in 2012 to expand its presence in the D.C. area, including the hiring of a key executive that would be responsible for helping the firm expand operations.

In March, the firm hired Debbie Molinari, Sullivan’s new Vice President of Contracts. Debbie has over 28 years of progressive experience in federal contracts, projects, and business operations. Her experience includes working with federal agencies such as the U.S Department of Energy (DOE), Department of Defense (DOD), U.S. Army Corps of Engineers (USACE), U.S. Environmental Protection Agency (EPA), National Aeronautics and Space Administration (NASA), Department of Homeland Security, Department of Transportation (DOT), as well as a multitude of commercial, state and local clients. She has significant contracts management experience and is a seasoned veteran regarding federal contracting compliance requirements. Debbie recently commented about joining the Sullivan team, "I am excited to be part of such a wonderful organization. Her vast experience includes oversight of multi-million dollar costs proposals and associated “cradle to grave” government contract knowledge. Debbie will serve as the senior source of advice, counsel, and support in all areas of contracts management and applicable business operations at Sullivan International Group. “Debbie is a key part of our strategy to continue to provide innovative products and services. Her vast experience in navigating the federal contracting world and identifying creative and thoughtful ways we can add value to both new and existing products and services, will ensure we continue to delight our valued clients – Steve Sullivan, CEO.”

Prior to joining Sullivan, Debbie worked for EnergySolutions, Inc. She joined EnergySolutions via their acquisition of Parallax and was promoted to Vice President of Business Operations for the Parallax Group reporting directly to Parallax’s President. Ms. Molinari’s role included overseeing system-wide management of Parallax’s business operations of all field offices managed as a wholly-owned subsidiary of EnergySolutions. Providing the management and leadership of all business functions executed at the Parallax Corporate and field offices as directed by the parent company – EnergySolutions. As the Vice President/Business Operations, she managed annual facility budgets and daily operations for three satellite offices. Debbie was also responsible for managing a large contracts administration staff on a daily basis, working on multiple types of contracts (FP, T&M, CPFF, CPAF, CPIF, LOE, IDIQ, and GSA Schedules). She played a key role in the implementation of the name change from Parallax to EnergySolutions Performance Strategies, Inc. (ESPS) with corporate leaders.
